Clean Line Energy, Plains and Eastern Power Line Project

  • 1+ year, additional work pending, relationship in North and Central Arkansas (Crawford, Franklin, Johnson, Pope, Conway, Van Buren, Cleburne, White & Jackson Counties)

  • 210+ mile direct current transmission line delivering wind power from Oklahoma panhandle to Eastern Tennessee

  • Lay down and tensioning/pulling Yard, off Right of Way access roads

  • Voluntary acquisition using Uniform Act with Department of Energy backing

  • Continually met acquisition time frames and budget estimations

BHP Billiton

  • 10+ year contractual relationship in Central and Northeastern Arkansas.

  • 600+ miles of linear right of way acquired, including natural gas easements, water line easements, and overhead power easements

  • 50+ surface sites, access roads and off right of way sites acquired

  • 99% acquisition via voluntary negotiations (1 condemnation acquisition for natural gas well pad location during contractual relationship)

  • Continually met acquisition time frames and budget estimations

Targa Resources, formerly Atlas Pipeline

  • 5+ year contractual relationship in Western Oklahoma

  • 400+ miles of linear right of way acquired over the time period including natural gas easements, water line easement, overhead power easements

  • 40+ surface sites, access roads and off right of way access roads/sites

  • 100% acquisition via voluntary negotiations

  • Continually met and exceeded acquisition time frames and budget estimates

SEECO, Inc.

  • 11+ year contractual relationship in Western Arkansas

  • 800+ miles of linear right of way including 500+ natural gas well sites acquired

  • 99% acquisition via voluntary negotiations (2 condemnation acquisitions for natural gas well pad locations during contractual relationship)

  • Continually met and exceeded acquisition time frames and budget estimates

Construction Projects


-Parnell worked with Arrow Midstream and Arrow Pipeline to develop, design and manage construction of 800+ miles of gathering and transmission systems in North Dakota, 2009 - 2016. Parnell also managed construction and startup of 7 compressor stations and 2 CDP's for Arrow. These systems average 160 MBbls/d crude oil gathering capacity, 180 MMcf/d natural gas processing capacity, and 60 MBbls/d produced water gathering capacity.

-Parnell provided Project Management Team for NextEra Energy 60 Mile Flickertail Project, 1440 MAOP pipeline in North Dakota completed 2014. The team served as the Project coordinators for right-of-way acquisition and survey and managed the construction and commissioning of the pipeline.

-Parnell routed and oversaw right-of-way acquisition and survey of Enable Midstream Bear Den System, 85 Miles of crude and 85 miles of produced water gathering for XTO.  Bakken Shale Play, McKenzie and Divide Counties, North Dakota . 

-Parnell routed and oversaw right-of-way acquisition and survey of Enable Midstream Nesson Gathering System, 160 miles of pipeline and 69 origin points to gather crude oil and produced water.  Served XTO Energy Inc. wells, Williams and Mountrail counties, North Dakota.
